Google Wifi in 95% San Francisco?

Google submitted a proposal to blanket 95% of SF with 300Kbps Wifi apparently for free. They claim they could do it with roughly 30 access points per square mile. I guess this pretty much explains google buying up large amounts of dark fiber all over the place. They need it to supply service to their access points.
